Leadership

Spectrum Migrant Resource Centre (MRC) has a very stable and highly capable leadership team that drives performance across key program areas to ensure clients receive the highest quality of service. Our Leadership Team comprises the CEO and Senior Managers for each of the following portfolios: Advocacy Innovation & Marketing; Aged & Disability Services; Education, Employment & Training; Quality & Corporate Services; Settlement & Family Services.

 

As Spectrum’s Chief Executive Officer, Rosemary Kelada heads up the Spectrum MRC Management Team. Rosemary was appointed as CEO of Spectrum MRC in October 2008, she was formerly Spectrum’s Finance and Corporate Services Manager. Rosemary is passionate about ensuring Spectrum continues to make a difference in the lives of migrants and refugees and dedicates boundless energy in achieving this with her Board, Executive Management team and dedicated staff. During her 25 years of professional working life, she has held various roles in both the community and private sector, one of which was selling real estate, which she found immensely satisfying, because it gave her the opportunity to meet many interesting people from different backgrounds. She has a Master of Business (Accounting) and is a registered Migration Agent. Rosemary is of Italian–Egyptian heritage background and enjoys socialising, walking her family dog and jogging. Her favourite pastime is hitting the shopping centres with her two young daughters, who surprisingly are avid shoppers too!

Board of Management

Spectrum MRC is governed by a voluntary Board of Management, which is made up of 10 ordinary members and 5 co-opted members. Our Board Members are individuals who bring skills from a variety of fields – academia, accounting, auditing, finance, health, IT, legal, local government – from the community and business sectors, both locally and internationally. They are passionate about improving the lives of migrants and refugees settling in Australia.

 

Ms Sarah Hayton (Chairperson) was elected to the board in 2006. She is a qualified solicitor who is involved in governance training in Indigenous communities. Sarah’s skills and knowledge inform several areas of service delivery at Spectrum including education, legal and employment services as well as the broader issues of governance. 
Ms Silvana Scibilia (Vice Chairperson and Public Officer) was co-opted to the board in 2008. Silvana is the Learning Initiatives Coordinator (Indigenous Programs) at the Centre for Engagement in Vocational Learning at Swinburne University of Technology. She previously worked in the School of Social Sciences teaching students from CALD and international backgrounds. In the past, Silvana worked extensively in the disability and health care sector with CALD communities, publishing several academic papers in this field. She is also a member of the Victorian Institute of Teaching Hearing Panel, an independent representative body of the teaching profession. 
Ms Lyndal Turner Guy (Treasurer) was co-opted to the board in 2008. She is a qualified solicitor whose field of expertise is property and commercial law and works as a Senior Associate with Logie-Smith Lanyon.  Prior to becoming a board member, Lyndal was involved in drafting the revised Constitution for SMRC.  
Ms Peta Domm (Secretary) was elected to the board in 2008. She has been an ongoing member of Spectrum’s Ethnic Youth Council since 2006 and has been involved in coordinating community events and programs, including the Go with the FLOW-Leadership Programme and the Freedom of Art Expo.
Mr Tam Pham (Board Member) was co-opted to the board in 2009.  With over 12 years experienced as a Senior ICT Manager specialised in developing and aligning ICT strategies and visions to further complement and assist the business in achieving its goals.He has successfully manage, coached, mentored and guide staff in achieving their maximum potentials.Tam is an impassioned and dynamic manager with effective people skills and a rather contagious excitement and passion about technologies and the opportunities in which it can empower the business to operate more efficiently and effectively.  He is currently the Chief Information Officer at BDO (NSW-VIC) Pty Ltd.
Ms Sonia Vignjevic (Board Member) was elected to the board in 2010.  Sonia has over 15 years experience in the refugee migrant settlement sector.  Sonia is passionate and has a strong commitment in providing and delivering professional services to refugee and migrant communities.
